Luke has over 18 years’ experience as a public sector advisor. For the past 10 years he has concentrated on offering advisory services to a range of international and Australian clients in the portfolio areas of health, human services, border security and transport. Prior to this Luke worked mainly in the defence industry.

Luke has led a number of projects in health, transport, logistics and supply chain industries. Service areas where he has experience include:

  • strategy and public policy formulation
  • corporate strategy and operational improvement
  • business process and performance improvement, including LEAN and process simulation
  • user-centered and co-design
  • IT strategy and operations
  • enterprise architecture (design and implementation)

Significant projects

Some of Luke’s project experiences include:

  • leading the implementation of major reforms to cardiology services in NSW
  • helping author the NSW Government’s response to the IPART review of congestion at Port Botany
  • conducting a review of the Department of Human Services’ recruitment function
  • re-designing the claiming and payments processes for several insurance organisations
  • assisting the Department of Health and Ageing transform its grants management capabilities
  • helping to designing the aviation maintenance management systems used by the Australian Defence Force and the Royal Navy
