In December 2019, the Ministry of Finance has released the Draft Decree to amend and supplement Clause 3, Article 8 of Decree No. 20/2017 / ND-CP guiding on tax management for enterprises engaging in related party transactions (hereinafter referred to as “the Draft Decree”) and are seeking public comments from the affected entities.
On 13 June 2019, the National Assembly ratified the Law on Tax Administration No. 38/2019/QH14 (“LTA 2019”) which will take effect from 01 July 2020, replacing the guidelines of the previous Law on Tax Administration (“LTA”).

According to Circular 219/2013/TT-BTC providing guidance on implementation of the Law on VAT, services being consumed outside of Vietnam or in the non-tariff zone are subject to 0% VAT.
Decree 119/2018/ND-CP on e-invoicing has been finally approved by the Government and officially released on 12 September (effect from 1 November 2018). Decree 119 makes e-invoices compulsory for all enterprises from 1 November 2020.
