RSM Update | SME Digitisation Voucher

 

Object of the measure 

To support and incentivize SMEs and micro enterprises in the digitization process, the Lazio region has introduced the "SME Digitization Voucher". 

This measure also aims to improve the competitiveness of SMEs. 

The European ERDF Fund 2021-2027 has provided a total budget of 15 million euros, including 5 million euros for territorial strategies reserved for SMEs operating in the communes of Frosinone, Latina, Rieti and Viterbo and in the municipalities IV (Tiburtino) and X (Ostia) of Roma Capitale.  The call for applications opened on December 13th, 2023 at 12 a.m. and will close on February 14th, 2024 at 6 p.m

Specifically, this is a ranked call, which will be determined by scoring. 

Beneficiaries 

The voucher is eligible for any company (SME) that is regularly registered in the business register and has its operational headquarters in Lazio. 

This location can also be acquired before receiving the grant. Enterprises in difficulty, those operating in excluded economic activities and companies that do not meet the general eligibility requirements are excluded. 

Object of facilitation 

The grant's areas of interest include the following: 

  1. Digital Diagnosis ( only for SMEs), which is mandatory for companies participating in the call and assesses the level of digitization and the technological investments to be made.
  2. Cloud Computing (for SMEs and micro companies), aimed at reducing operating costs, supporting the purchase of storage space and online data management.
  3. Cybersecurity (for SMEs only) that provides protection against cyber attacks and ensures a high level of security.
  4. Digital Workplace (for small and medium-sized companies), supports the purchase of digital workstations with the aim of increasing productivity, up to a maximum of one workplace per employee.
  5. Digital Commerce and Engagement (for small and medium-sized companies), which finances the opening and/or expansion of digital channels for loyalty, marketing, commercialization and after-sales services.

 In the case of small and medium-sized companies, there is a requirement to include the measure in point 1, and projects that only include the above-mentioned measure will also be ineligible. 

Facilities provided 

The notice provides for the grant of a non-repayable subsidy up to a maximum of: 

  • € 50,000 for micro company
  • € 100,000 for small-sized company
  • € 150,000 for medium-sized company 

The minimum grant payment may not be less than € 14,000. 

Eligible Projects consist of various predefined interventions that have lump sum associations, as stated in paragraph 3, letter c, of Art. 53 of Reg. (EU) 2021/1060. 

The contribution, which includes direct personnel costs, is split as follows:

  • Digital Diagnosis
    • € 8160.00 (small-sized company)
    • € 21,470.00 (medium-sized company)
  • Cloud Computing costs are as follows
    • € 17,680.00 for the Application server
    • € 27,650.00 for the Database server
    • € 14,070.00 for the Web server
    • € 5,590.00 for the Database back up
  • Cyber Security measures
    • € 14,650.00 (for small-sized company)
    • € 44,900.00 (for medium-sized company)
  • Digital Workplace (regardless of enterprise size)
    • € 2,270.00 each
  • Digital Commerce & Engagement (regardless of enterprise size)
    • € 4.950,00 (for micro company)
    • € 8.120,00 (for small-sized company)
    • € 15.870,00 (for medium-sized company) 

How to get the credit 

Companies must provide evidence that they have realized the planned interventions and receive a predetermined amount for each investment area. Reimbursement will be awarded based on the achieved result, rather than the expense incurred. 

The project must be finished and ready for payment within six months of submitting the application. The entire sum will be paid at once. 

Possibility of cumulation 

To be eligible for the grant, the applicant company must not have received more than €200,000 in various aids under the 'de minimis' regime. This threshold will increase to €300,000 starting on January 1st, 2024.
