Fabian is the Head of Risk and Legal at RSM Gibraltar. A Barrister by profession and a former Government Minister, he brings a wealth of legal, commercial and corporate governance experience to the firm.

With a career spanning over 25 years, Fabian has a deep understanding of both public and private industries. He is a principled and approachable lawyer with strong commercial awareness, focused on providing robust and reliable solutions. His background includes serving as Chairman of Gibraltar's main telecommunications and utility companies, as well as being a legal consultant to Government.

Fabian’s early years in general practice included work with private clients and high-net-worth individuals, criminal litigation and advising on online gaming licence applications. He later served as Crown Counsel at the Office of Parliamentary Counsel, Government Law Offices and headed a government-owned entity focusing on broadcasting and media.

This extensive experience gives him a strong foundation in legal research and the drafting and negotiation of complex legal materials. He is skilled in building trust with both local and international stakeholders.

Fabian’s role is central to the firm’s ethical and regulatory integrity. 

His expertise is focused on:
