Announces a PUBLIC INVITATION

FOR THE IMPLEMENTATION OF THE YOUTH EMPLOYMENT PROMOTION PROGRAM

"MY FIRST SALARY"

I. BASIC PROGRAM INFORMATION

The program for encouraging youth employment "My first salary" (hereinafter: the Program) implies training the unemployed for independent work, ie internships at the employer in order to acquire knowledge, skills and competencies for work.

The program is realized without employment.

Unemployed persons with at least secondary education and no work experience are included in the Program. Exceptionally, the Program may also include persons who have work experience of less than 6 months, acquired in jobs within the level of education with which the person is applying.

The duration of the Program is 9 months.

During the Program, the National Employment Service:

1. pays funds to the engaged persons in the name of monetary compensation in the total monthly amount of:

  • 22,000.00 dinars for persons with secondary education,
  • 26,000.00 dinars for persons with higher education;

2. calculates and pays contributions in case of injuries at work and occupational diseases, in accordance with the law.

In addition to the stated amount, the employer may pay the hired persons additional funds, which on a monthly basis cannot be higher than the amount paid by the National Employment Service. The additional amount of money paid by the employer, in accordance with the Law on Personal Income Tax, is subject to tax on other income at a rate of 20%.

II CONDITIONS OF PARTICIPATION 

The right to participate in the implementation of the Program may be exercised by an employer who meets the following conditions:

  • has its headquarters on the territory of the Republic of Serbia;
  • settles obligations based on taxes and contributions for compulsory social insurance within the legal deadlines;
  • in the last six months, it has not been continuously registered in the register of debt collectors of the National Bank of Serbia for more than 30 days;
  • has settled previous contractual and other obligations towards the National Employment Service, except for obligations whose realization is in progress, provided that it regularly settles them;
  • has an employed mentor in charge of training persons, where one mentor can be in charge of training a maximum of 5 persons;
  • has technical, spatial and other capacities for training of persons, ie working space, technical means and equipment in terms of functionality correspond to the required number of persons and types of jobs for which they are trained and provides all other conditions in accordance with regulations on safety and protection at work.

The program is implemented with employers belonging to the private or public sector. Priority for inclusion in the Program is given to employers from the private sector, and especially employers from devastated areas, in accordance with a special regulation of the Government on the level of development of local self-government units.

The National Employment Service reserves the right to limit the number of employers that can join the Program, as well as the number of advertised positions per employer, in order to ensure equal participation of employers from several different sectors.

Number of unemployed persons in training

An employer with up to 5 employees has the right to include one unemployed person in the Program, an employer with 6 to 14 employees has the right to include a maximum of two unemployed in the Program, and an employer with 15 or more employees has the right to include unemployed the number may not exceed 20% of the total number of employees.

Conditions for unemployed persons

An unemployed person can join the Program if:

  • is on the unemployment register of the National Employment Service,
  • has at least secondary education,
  • has reached the age of 30 on the day of application for participation in the Program,
  • has no work experience, ie has gained work experience of less than 6 months in jobs within the level of education with which he / she is applying,
  • has not previously been a beneficiary of the "My First Salary" Program,
  • in the period of six months before the announcement of this public call, she was not employed by the selected employer.

Before joining the program, the National Employment Service checks the fulfillment of legal conditions and conditions from this public call for the unemployed.

III SUBMISSION OF THE EMPLOYER 'S REQUEST

The request for participation in the program and advertising of positions is made electronically, on the web portal www.mojaprvaplata.gov.rs  in the period from August 20, 2021 until September 20 2021.

If the employer is not registered with the Business Registers Agency, he encloses a scanned decision of the competent authority on entry in the register.

IV METHOD OF APPLICATION OF CANDIDATES

Candidate registration is done electronically, on the web portal www.mojaprvaplata.gov.rs  in the period from October 01 2021 until October 31 2021.

The candidate fills in the form of the CV through the application on the web portal and encloses the scanned diploma on the acquired qualification.

V FORMATION OF THE LIST REQUESTED BY THE EMPLOYER 

Upon submission of the request, the National Employment Service checks the application and the fulfillment of the conditions for participation in the Program. The National Employment Service will check the fulfillment of the conditions for participation in the Program by inspecting the official records of the competent institutions, about which the employers will be notified electronically.

The National Employment Service reserves the right to request other evidence relevant to deciding on the employer's application.

Employers have the opportunity to perform the process of selection of registered candidates from the beginning of the candidate application, and the connection (final selection) of candidates will be done:

  • in the period from November 01 to November 15 2021 - for employers from the private sector,
  • in the period from November 16 to November 30 2021 - for employers from the public sector.

Within 15 days from the day of the end of the selection of candidates, the final lists of employers with the selected candidates will be formed.

VI CONCLUSION OF THE CONTRACT

The conclusion of a tripartite agreement between the National Employment Service, the employer and the selected candidate (hereinafter: the Program Beneficiary), which regulates mutual rights and obligations, will be done within 15 days from the day of forming the final list of employers with selected candidates.

The beginning of the implementation of the Program must be within the specified deadline for concluding the contract. Payment of the monthly cash benefit to the Program beneficiary will be made through the bank

"Poštanska štedionica" ad Belgrade, which will open a dedicated current account for the stated purpose of the Program user, without charging account maintenance costs.

VII CONTRACTUAL OBLIGATIONS

The employer is obliged to:

  • trains the Program beneficiary for the duration of the contractual obligation;
  • submits to the National Employment Service a report on the implementation of the Program on a monthly basis, in accordance with the contract;
  • issues a certificate to the beneficiary of the Program on the completed training on specific jobs;
  • enable the National Employment Service to control the implementation of contractual obligations and
  • inform the National Employment Service about all changes that are important for the implementation of the contract within 8 days from the date of the change.

In case of termination of training of Program beneficiaries, the employer may, within 30 days from the date of termination of training, make a replacement with the next unemployed person from the list who meets the necessary conditions, for the remaining time defined by the contract increased by the replacement period.

VIII PERSONAL DATA PROTECTION

All personal data submitted to the National Employment Service will be processed exclusively for the purpose of participating in the Public Invitation, in accordance with the Law on Personal Data Protection.

Access to personal data will have only authorized persons of the National Employment Service who are obliged to keep confidential personal data and will not disclose them to third parties, unless it is necessary for the purpose of controlling the procedure of conducting the Public Call or audit.

The National Employment Service will keep personal data within the period provided by law, with the application of appropriate technical, organizational and personnel measures.

Persons whose data are processed have the right to access, correct and delete their data, the right to limit the processing of their data, the right to object and the right to complain to the Commissioner for Information of Public Importance and Personal Data Protection.
