Oscar has a Bachelor and Master in Civil Electronic Engineering, with postgraduate degrees in Project Preparation and Evaluation, Finance, Communications (Harvard University), and Leadership and IT. Prior to joining RSM, he served as Head Office Executive in Finance, Strategic Planning, Technology and Processes. He has also worked as a Planning, Finance, Technology and Process Manager.

His 30 years of experience position him as an expert in advising multinational companies and industries from different parts of the world, and specifically in Spain, Argentina, Brazil, Peru and Colombia.
