Thomas Chan


Thomas has over 20 years of experience as a tax and regulatory advisor. Prior to joining RSM, he was with one of the Big 4 firms where he worked in Singapore in tax compliance and advisory, Australia in tax advisory, Indonesia in merger and acquisition tax, and headed the tax and regulatory practice in Myanmar.

He has undertaken tax structuring projects and assumed the role of a subject matter expert in the Foreign Account Tax Compliance Act (FATCA) in Singapore. In Australia and Indonesia, he advised financial institutions and mining companies with their regular tax issues and cross-border acquisitions.

In Myanmar, Thomas was largely involved in the following areas:-  

  • Building a tax compliance and advisory practice;
  • Planning for operational requirements;
  • Business development with Chinese, American, ASEAN, and local businesses;
  • Speaking at internal and external forums;
  • Chaired the tax committee and voted as the American Chamber of Commerce’s (AMCHAM) treasurer by the board;
  • Led partners on engagements in financial services projects, such as bank licence applications;
  • Worked closely with deal advisory on developing M&A opportunities, and involved in the due diligence process as well as structuring opportunities thereafter;
  • Led all tax advisory work, which include the structuring of investments into Myanmar and assisted clients in getting their investment permits; and
  • Communicated, built relationships, and worked with tax authority, central bank, and other similar regulators.

His clients in Myanmar included companies in banking, consumer goods, property development, wholesale, agriculture, shipping, oil and gas, transportation, and mining industries.
